IMO D - X,Y are synonyms or function of Y is to X

Shunt: To divert, switch or bypass; low-resistance connection between two points in an electric circuit that forms an alternative path for a portion of the current; act or process of turning aside or moving to an alternate course
Brake: To control, restrict, or arrest; device used to slow down or stop; machine element for applying friction to a moving surface to slow it
Retard: To cause to move or proceed slowly; delay or impede
