A former director of the Central Intelligence Agency has said that the surveillance capabilities of United States satellites would enable a skilled photographic interpreter to distinguish between Guernsey and Hereford cows grazing in a meadow.

Between A and E, A is correct.

The expanded version of A is "to distinguish between Guernsey and hereford cows (that were) grazing in a meadow. But 'that' usage in B changes meaning and is wrong in this context even if we replace "Guernseys' with 'Guernsey'. It implies that surveillance capabilities will enable to distinguish between Guernsey hereford cows that usually graze in a meadow.

A and E uses correct idioms and grammatically they both are correct then why go for A and not E ?

E - incorrect - ambiguous - A former director of the Central Intelligence Agency has said that the surveillance capabilities of United States satellites would enable a skilled photographic interpreter to distinguish Guernseys(cows) from Hereford cows grazing in a meadow --- how do you know what are Guernseys??

but even in A how are we sure that what Guernsey are??
(A) between Guernsey and Hereford cows grazing
(E) Guernseys from Hereford cows grazing

Distinguish between X and Y Distinguish X from Y
Here X and Y must be parallel
A - between Guernsey and Hereford cows grazing
E - Guernseys from Hereford cows grazing --- cows modifying Guernseys...so plural Guernseys is wrong here E - Guernsey (cows) from Hereford cows grazing

Unlike preposition 'from' in E, coordinating conjunction 'and' in A makes 'cows grazing in a meadow' to apply to both Guernsey and Hereford. So E implies "to distinguish 'Guernseys' from 'Hereford cows grazing in a meadow' ". Wrong comparison imo.
